Video + mp3 streaming

I was thinking for a feature which will let registered users to upload a video or mp3 file. Then an option which gives different links: e.g. link 1: streaming the file ... link 2: downloading and so on.
I as a registered user can share this video/mp3 file by sharing the streaming link.
