I get a warning on all pages HELP

Ok so i uploaded everything and everything is working! The only problem is on all pages I have the error written...

Warning: is_dir() [function.is-dir]: open_basedir restriction in effect. File(./storage/.htaccess/) is not within the allowed path(s): (/home/:/tmp) in /home/revcity/public_html/index.php on line 109

And other questions:
How do i edit the "Your Affiliates" at the bottom?
Is there any other layouts?
Can i get rid of the FAQ page? (Its annoying)

Is your webserver Windows or Linux? Please provide your URL to DFH by either PMing me or in your next post in order for further assistance..

Its windows
And right now i currently have a problem with my site getting a 500 Internal Error.
I created a support ticket and am still waiting for a reply.
