One User Can Download One file at a Time

how to add to Host Daddy's File Host v1.2.4?

There is a feature within DFH, where you can add a time limit after each upload/download.

For example in time limit of 5 min.User can start another download(5 min later) before first download and have 2 download in same time.
When user start downdoad start session block another download, and download is complete delete the session
